The purpose of the Partenariat was to develop preparatory projects within themes identified by the Programme Monitoring Committee as potentially strategic for the NPP area:

• Rural transport solutions – for target groups households, public sector and businesses (airport transportation, public transportation, inter-modular (mixed traffic)
• Small scale renewable energy solutions for target groups households, small scale industry, public buildings
• ICT services and connectivity for target groups households, public sector and businesses

A number of key actors within the themes above were selected and invited to participate in the Partenariat. In three thematic workshops, the key actors discussed project ideas and identified suitable project partnerships.
