The project will make an overview of Arctic cooperation  in the NPP area at the moment, and build basis for improving or empowering  regional impact in future Arctic cooperation. It will seek answers to two explicit questions: 

1)    how should the Arctic dimension be included in the future NP cooperation programme;
2)    could Arctic cooperation be promoted by choosing the EU theme “Institutional capacity building and efficient public administration” as one of future priorities in the NP programme;
3)    does the idea of an Arctic Think Tank win support and develop into a main project proposal in the future NP programme under priority “Institutional capacity building and efficient public administration”.

Additionally, the preparatory project will provide input to the NPP Programme Planning Group in the process of drafting the contents of a new NP programme for the period of 2014-2020.
