The project goal is to strengthen the villages (=village action groups) to actively handle change and find innovative solutions in the matters concerning them. The project develops tools for villages to take action and to preserve and strengthen their identity.

The project strengthens the relations between the villages and the local administration. The aim is to build a good service structure for the villages.

The end results of the project are

- active villages with fully functioning village action groups/village associations or equivalent grass root organizations

- a lightweight administrative model which gives room and resources to the village associations in matters concerning them and thus diminishes heavy and expensive bureaucracy in municipal administration and service production.

The preparatory project makes connections with the international partners and prepares the application of the main project. The main project is planned to produce

1. A village network model of innovative service production and village administration.

2. A village action group tool kit for villages to be heard and get things done.

3. A look into future of the villages in the northern periphery - a publication.

 

4. New lightweight model of administration for municipalities and village associations (or similar local, democratic organizations), especially in case of municipal mergers and other drastic changes. New structures in municipal administration as municipalities cooperate over the boundaries in order to produce the services that are needed in the rural areas.
